In Shanwei City, Luohe and Huangjiang owns the feasibility of connection owing to the differences of runoff spatial distribution, regulating ability, water resources quality and the status of water supply and demand. The study of Luohe-Huangjiang connection project can help to achieve optimal allocation and a sustainable use of water resources. The calculation results show that Luohe lacks of regulation and storage capacity leading to large amounts of surplus water. The connection of two rivers can increase the utilization rate of water in Luohe and the water supply guaranteed rater in Huangjiang. When the scale comes to 10m3/s, it can make better use of Luohe surplus water and solve the problem of water shortage in Huangjiang basin.
